It's great that some go through and some don't but honestly those that were applied for during the new look should be processed frist and the newer ones put on hold, or hire more help. I finally gave up and waited until it could be renewd (90 days prior to expiration), went to the DMV in person, paid the fee in cash, got a temp good for 60 days, had my picture and thumbprint taken (again) and signed the form the DMV person filled out for me and then presumably put into the que to be processed
