The restore file or whatever it was was 599mb so I think it was some of the system files on drive C: that for some reason prevented my recycle bin on D: to fuction properly. This is done by deleting the Recycle Bin of each affected hard drive to have Windows automatically create a new clean Recycle Bin afterwards that will work properly again

I'm sorry that my english is not the best so I understand why you misunderstood me :-) The programme needs to make a couple of sub dir's and when the prg. as part of my regular maintenance routine, after a fresh reboot, i visit the folder, press Ctrl-A to select all files, delete them, and then empty the recycling bin (i also have a shortcut to this in my faves)

Once the Recycle Bin icon has been deleted, it seems to lose the logic that allows it to update dynamically (without refreshing the desktop) in response to having contents placed in an empty Bin or having contents deleted from the Bin.
