Restoring the folder will of course restore all the files it contained.Note: There is not a Windows provided way for restoring files that were deleted by emptying the Recycle Bin
As I wrote a How-to not long ago and had to use that command in the How-to, but I will be honest did not know what each part meant like the "S" and the "Q", the only thing I knew is that it deletes a specified directory. The restore file or whatever it was was 599mb so I think it was some of the system files on drive C: that for some reason prevented my recycle bin on D: to fuction properly. This is done by deleting the Recycle Bin of each affected hard drive to have Windows automatically create a new clean Recycle Bin afterwards that will work properly again
